INDEPENDENT CONTRACTORS
On May 5th, 2011 Governor Christine Gregoire signed into law legislation which helps recognize sports officials in Washington State as Independent Contractors. Representing the PNFOA was Jason Capps (far right).
The Pacific Northwest Football Officials Association (PNFOA) is the premier organization in King County providing officiating services for high school, jr. high, youth recreational and men’s and women’s semi-pro football games.
The PNFOA is a local chapter of the Washington Officials Association (WOA) whose mission is to provide qualified officials for Washington Interscholastic Activities Association (WIAA) sanctioned regular season and postseason events. The PNFOA is one of 19 different local officiating associations in the state with 120+ active members that cover 70+ schools in the greater Seattle area. The PNFOA is also one of the oldest football officiating groups in Washington with almost 60 years of history serving Washington schools.

PNFOA members, alumni and special guests gathered on November 21, 2011 to celebrate a milestone in football officiating in the Seattle area. The 2011 high school football season marked the 50th year of service for the PNFOA.
On behalf of the officials who served our association over the past 50 years, we say a big THANK YOU! Thank you to the coaches, parents, educators, students, game administrators, and everyone else who helped make the past 50 years a success for all the kids. The PNFOA looks forward to the next 50 great years!
PNFOA members Steve Kovac and Michael Livingston had very successful 2016 seasons. Kovac worked an NCAA Football Bowl Subdivision (FBS) Semi-Final Game, the Fiesta Bowl in Glendale, AZ. Livingston worked the DII National Championship Game in Kansas City, MO.
Steve and Michael’s journey is an inspiration for all officials that work hard to get that big assignment. Their success is another feather in PNFOA’s cap which has an impressive tradition of helping nurture a steady stable of officials working at the highest levels.
On June 8th 2019, the 2nd annual First Responder Bowl at Renton Memorial Stadium took place between the Renton Police and the Renton Fire Departments. All proceeds went to the I Am Lionhardt foundation whose Mission is “providing awareness and financial support to all first responders battling critical illness.”
The game was a close one with the Police Department narrowly winning 12-8. Members of PNFOA, Allan Glenn, Mick Crawford, Jason Capps (not pictured), Andy Miller and our own firefighter, Mike Bailey, volunteered their time to help with this tremendous event.

Some kids know from an early age what they want to do when they grow up. The PNFOA’s Gavin Anderson was one of those kids. From age five, Gavin dreamed of being a football official and hoped to one day work in the NFL. For the 2019 season, his dream was realized when he was hired by the NFL working as a Replay Assistant on referee Clay Martin’s crew.
Gavin’s journey began when he was 12 years old, writing to the league office wanting to know how to become an NFL referee to Director of Officiating Jerry Seeman. He received letters back from Seeman and every officiating supervisor in the office about being an NFL official.
